About the Role:
We are seeking a highly experienced, commercially astute National Procurement Manager to lead and execute strategic procurement initiatives across our portfolio of large-scale projects. You will be instrumental in managing procurement strategies and frameworks, developing detailed costings for self-perform scopes, and overseeing subcontractor engagement to drive value for money, risk mitigation, and contractor performance.
This is a hands-on leadership role — ideal for a procurement professional who is not only a strategic thinker but also deeply engaged in detailed pricing, cost control, and project delivery excellence.
Duties and Responsibilities:
- Develop and implement national procurement strategies across transportation, utilities, power, and clean energy infrastructure projects. Establish and enforce robust checks, balances, and commercial guardrails to ensure compliance, transparency, and cost control.
- Drive category management initiatives, strategic sourcing, and long-term supplier relationship management.
- Lead the detailed pricing and estimation process for self-perform works and subcontracted scopes during tendering and project execution. Ensure price-conscious decision-making across all procurement activities, pushing for cost-effective outcomes without compromising quality.
- Monitor budget adherence, identify opportunities for savings, and drive cost-reduction initiatives in collaboration with project and estimating teams.
- Develop and manage a high-performing national network of approved subcontractors and suppliers across civil, mechanical, electrical, and renewable sectors.
- Oversee RFQs, bid analysis, negotiation, contract award and execution with a clear focus on risk mitigation and value delivery. Implement performance metrics and compliance controls for subcontractors and suppliers, ensuring contract adherence and on-site delivery performance.
- Provide guidance and support to regional procurement teams, ensuring alignment with national procurement objectives. Engage proactively with executive leadership to report procurement performance, risks, and strategic opportunities.
Key Requirements for the Role:
- Relevant tertiary qualifications in Engineering, Supply Chain, Construction Management, or Commerce.
- 10+ years of procurement experience in civil infrastructure, with at least 5 years in a senior leadership role.
- Proven experience working on multi-billion-dollar projects within sectors such as transport, utilities, clean energy, or power generation.
- Strong commercial acumen with a track record of delivering value-driven procurement outcomes.
- Hands-on experience with detailed cost estimating, especially for self-perform civil works and subcontractor packages.
- Exceptional negotiation, contract management, and risk mitigation skills.
- Demonstrated ability to implement and maintain procurement controls, checks, and balances.
