Silicon Island Development Sdn Bhd (SIDSB) is a joint venture made up of the Penang Government's special purpose vehicle Penang Infrastructure Corporation (PIC) and the project delivery partner SRS Consortium Sdn Bhd (SRS). SIDSB's role as project developer (PD) includes hiring and maintaining an adequately staffed and competent and skilled project team to fulfil its obligations in the Project Development Agreement, which is the reclamation and development of Island A.
Job Summary
Responsible for the overall management of Approval & Land Delivery, Social Impact Management Plan (SIMP) and PSR Ecology Offset Masterplan (PEOM). The Head of Approval Management Department is responsible for overseeing the end-to-end approval processes within the organization, ensuring that all project approvals are obtained in a timely and efficient manner. The Head of Approval Management also responsible on the planning and implementation of SIMP and PEOM programs according to the EIA & EMP’s Approval Conditions
Key Responsibilities
•Lead and manage the Approval Management Department, ensuring that all team members are aligned with the department’s objectives and the organization’s overall goals.
•Oversee the planning, coordination, and execution of approval processes for various projects. Ensure that the department operates smoothly, adheres to timelines, troubleshoot where required and initiate/ maintain collaboration & cooperation from all relevant approval agencies.
•Maintain strong relationships with government agencies, project owners, and other key stakeholders to facilitate the approval process.
•Act as the primary point of contact for all approval-related matters and coordinate/ collaborate with other departments and subsidiaries to provide critical information.
•Organize and lead key meetings such as the Fisherman Taskforce Meeting, Monthly Progress Updates with Project Owners, and meetings with government agencies.
•Continuously review and improve the approval management process to enhance efficiency and effectiveness especially on SIMP & PEOM cost /budget management, control, optimisation/minimise.
•Ensure that all approval processes comply with regulatory requirements and industry standards.
•Prepare regular reports on the status of approval processes, updating the progress of SIMP & PEOM programs, highlighting key milestones, challenges, budget/cost planning & control and opportunities.
•Work closely with other subsidiaries and departments, especially those involved in project management, to ensure that approval processes align with project timelines and objectives.
•Assist other departments and subsidiaries in obtaining necessary approvals and information from government agencies.
Qualifications
Bachelor’s degree in Engineering, Project Management, or a related field. A Master’s degree is preferred

Expected Minimum Years of Experience
At least 8-10 years of experience in approval management, project management, or a related field, with at least 3-5 years in a leadership role.
