Job Summary

The Senior Executive, Recruiter is a pivotal role within the Human Resources department of SRS Consortium Sdn Bhd, dedicated to supporting the extensive manpower needs of the SRS LRT project. This position focuses on managing the entire recruitment lifecycle, ensuring that we not only fill a high volume of positions but also target those essential, niche roles that are crucial for the success of our rail infrastructure initiatives. You will leverage your expertise to foster relationships with candidates, hiring managers, and other stakeholders to ensure a thorough hiring process that aligns with our project goals. By combining strategic approach with hands-on execution, you will significantly contribute to establishing and maintaining a robust workforce capable of meeting the challenges within this dynamic sector.

Key Responsibilities

Recruitment & Talent Acquisition

  • Oversee the complete recruitment process, including posting job advertisements, sourcing candidates, conducting screens, interviews, and negotiating offers, optimising each step for efficiency and effectiveness.
  • Implement mass hiring campaigns through various outreach initiatives such as walk-in interviews, job fairs, and networking events to attract a diverse talent pool.
  • Actively engage in headhunting efforts for niche and critical positions like BIM, SHE, and Planning Engineers, utilizing a variety of sourcing strategies to build a strong candidate pipeline.
  • Conduct comprehensive HR screenings to evaluate technical competencies, cultural fit, and overall candidate potential ensuring alignment with project requirements.

Stakeholder & Workforce Planning

  • Collaborate closely with Project Directors, Hiring Managers, and Site Leads to effectively plan and forecast manpower needs, ensuring the right talent is in place at the right time.
  • Provide informed insights regarding market trends, talent availability, and salary benchmarks to aid in strategic planning and decision-making.
  • Prioritise timely placement for both urgent roles and challenging-to-fill positions, enhancing overall project staffing efficiency.

HR Administration & Operations

  • Maintain accurate recruitment trackers, dashboards, and databases, enabling insightful management reporting and performance analysis.
  • Support HR administrative functions, including onboarding documentation and compliance needs to ensure a seamless transition for new hires.
  • Assist in managing HRDC-related claims and documentation relevant to recruitment and training initiatives, strengthening our operational framework.

University & Talent Engagement

  • Forge and nurture partnerships with universities, polytechnics, and training institutions to bolster our internship and graduate hiring pipelines.
  • Represent SRS LRT at career fairs, industry discussions, and engagement programmes to highlight opportunities within the organisation and attract upcoming talent.
  • Drive employer branding campaigns that target young professionals and newcomers to the workforce, positioning the company as an attractive employment destination.

Employer Branding & Onboarding

  • Develop engaging recruitment advertisements and communication materials that resonate with prospective candidates.
  • Support onboarding activities, ensuring a smooth integration experience that promotes early engagement and retention of new hires.
  • Contribute to establishing SRSLRT as a leading employer within the rail industry in Penang, enhancing our reputation and talent attraction efforts.

Other Responsibilities

  • Perform additional tasks or responsibilities as assigned by the HR Manager or Management to support the optimal functioning of HR operations and project execution.

Qualifications

  • A Bachelor’s Degree in Human Resources, Business Administration, Psychology, or a related field is mandatory, laying the foundation for a career in recruitment.
  • Previous experience engaging with universities and fresh graduate pipelines is highly preferred and valued within our approach to talent acquisition.
  • Proficiency in leveraging sourcing tools including LinkedIn Recruiter, Jobstreet, social media platforms, and talent databases to identify and attract top talent.

Skills & Abilities

  • Expertise in interviewing techniques and candidate assessment methods, both behavioural and competency-based, essential for making informed hiring decisions.
  • Capability to manage multiple recruitment projects simultaneously under stringent deadlines without compromising quality.
  • Proficient in headhunting niche talent and creating long-term pipelines for critical positions that require specialised skills.
  • Exhibit strong stakeholder engagement abilities, alongside influencing skills that foster collaborative relationships at various organisational levels.
  • Uphold a high degree of confidentiality, professionalism, and integrity in all recruitment activities and interactions.
  • Solid proficiency in Microsoft Office applications (Excel, PowerPoint, Word) and familiarity with HR systems to facilitate operational tasks effectively.
  • Demonstrate the ability to work autonomously while also being a strong collaborator, contributing positively to team dynamics.
  • Employ creative problem-solving skills and adaptability within a fast-paced project environment, adjusting strategies as necessary to meet evolving needs.

Expected Minimum Years of Experience

  • 4–6 years of recruitment experience is essential, showcasing direct exposure to both mass hiring initiatives and niche specialist recruitment.
