Job Summary

The Safety Officer is responsible for overseeing and ensuring the safety, health, and environmental compliance of all vessel operations supporting the Silicon Island Project. The role safeguards crew, contractors, and assets by implementing robust marine safety systems, risk management practices, and compliance with international maritime regulations.

Key Responsibilities

  • Ensure all vessels engaged in the project comply with IMO, SOLAS, MARPOL, ISM Code, and flag state requirements.
  • Conduct regular vessel safety inspections, audits, and drills (fire, abandon ship, man overboard, oil spill response).
  • Verify the validity and adequacy of all certificates, permits, and statutory documentation for vessels.
  • Monitor navigational safety, cargo handling, fuel transfer, and personnel transfers in compliance with safety standards.
  • Implement the Project HSE Management Plan and vessel-specific Safety Management Systems.
  • Conduct risk assessments, Job Safety Analysis (JSA), and Permit-to-Work (PTW) reviews for marine operations.
  • Monitor compliance with environmental protection measures (waste management, oil spill prevention, ballast water control).
  • Investigate and report all incidents, accidents, and near misses, ensuring root cause analysis and corrective actions.
  • Deliver regular safety inductions and toolbox talks for vessel crew and project personnel.
  • Ensure crew competency through emergency drills and STCW training compliance.
  • Act as the key contact for emergency response coordination, including oil spill contingency and evacuation plans.
  • Work closely with captains, chief engineers, project managers, contractors, and regulatory authorities.

Qualifications

  • Bachelor’s Degree / Diploma in Marine Engineering, Nautical Science, Occupational Safety, or related field.
  • STCW Certification (Officer of the Watch / Chief Mate / Master Mariner or equivalent background).

Expected Minimum Years of Experience

  • Minimum 5–7 years of seagoing or offshore marine experience, with at least 3 years in a marine safety/HSE role.
  • Strong knowledge of IMO conventions, SOLAS, MARPOL, STCW, ISM Code, and local maritime laws.
  • Experience in offshore construction / dredging / reclamation projects is highly desirable.
