About the role

 

DT Infrastructure is seeking an experienced Commercial Manager - Pre-Contracts, based in Melbourne, to join our National Rail Division.

The primary objective of this role is to drive the commercial and contractual strategy through the pre‑contracts phase - reviewing tender documents, assessing risk, negotiating terms, and ensuring all bid submissions reflect DTI’s commercial position and governance requirements.

Where capacity allows, the role may also support operational delivery, providing commercial guidance during execution, clarifying contractual obligations, and assisting in managing commercial risks to ensure successful project delivery.

Key responsibilities include:
 

  • Develop and review commercial strategies and tender documents in line with DTI policies, including facilitating risk assessments with Legal across various contract forms (D&C, Lump Sum, ECI, TOC, Alliance).
  • Draft, review and negotiate contracts and JV/collaboration agreements up to contract award.
  • Facilitate commercial handover to project teams upon award.
  • Support accurate maintenance and reporting of the monthly sales pipeline, including bid status, risks and revenue forecasts.
  • Assist in the allocation of commercial resources to support pre‑contracts and delivery as needed.
  • Contribute to commercial capability development and continuous improvement across the business.

 

Experience and capabilities

 

  • Demonstrated experience in pre‑contracts activities, including bid preparation, tender evaluation, commercial reviews, and negotiation of contract terms within the rail industry.
  • Ability to review, develop, and implement improved commercial processes to streamline transactional activities and enhance operational efficiency.
  • Experience in preparing, assessing, and managing contract claims, variations, and commercial reports, with strong financial literacy and accuracy in reviewing commercial data.
  • Comprehensive general and operational management experience, including developing business plans, setting strategic direction, and delivering against commercial and performance targets.
  • Strong analytical skills with experience interpreting complex information and converting insights into practical business solutions.
  • Demonstrated ability to proactively manage disputes with clients, subcontractors, and suppliers, ensuring outcomes align with contractual and commercial frameworks.
  • Working knowledge of relevant common law, and State and Federal legislation, regulations, and standards related to commercial and contractual matters, with particular application in rail‑focused projects and operations.
