Job Summary
The Assistant Manager, IT Sourcing and Procurement will support the IT Sourcing and Procurement Manager in leading the department's functions. This role focuses on executing category strategies, managing the end-to-end procurement lifecycle, and ensuring operational excellence in vendor and contract management. The candidate should have experience in a similar environment within the Technology sectors.
Key Responsibilities
Sourcing and Category Management Support
- Assist in implementing technology sourcing and category strategies to drive savings and mitigate risks.
- Coordinate end-to-end sourcing events, including the preparation of RFPs, evaluations, and supporting strategic negotiations.
- Monitor technology buying trends and supplier innovations to provide data-driven recommendations for future-proofing strategies.
- Conduct regular performance reviews and manage remediation plans to ensure vendors deliver sustained value.
- Support the contract management process to ensure commercial strength, compliance, and scalability.
- Facilitate renewal planning with contract owners to ensure proactive expiry management and timely re-negotiations.
- Identify bottlenecks in the sourcing lifecycle and propose solutions to improve operational efficiency.
- Maintain sourcing guidelines, playbooks and templates such as SoW templates and evaluation scorecards.
Purchase Request (PR) and Purchase Order (PO) Administration
- Take a lead role in executing the end-to-end Purchase Order (PO) process specifically for the Taiwan region, ensuring all regional procurement activities align with local requirements and company standards.
- Assist the Manager in monitoring the team’s processing of Purchase Requests (PR) to Purchase Orders (PO) to ensure they are released within set turnaround times.
- Track outstanding POs for timely delivery and ensure proper closure within the Procurement System.
- Act as a liaison to resolve discrepancies between internal stakeholders and external vendors.
Stakeholder Management
- Collaborate closely with Technology team, business stakeholders and category leads across company to ensure critical Technology sourcing/contracting activities are fully supported.
- Build and maintain strong credibility by driving results through collaboration, transparency, and strategic stakeholder alignment.
- Communicate sourcing plans and vendor performance insights effectively across internal stakeholders.
Process Management
- Support the Manager as a product owner for the technology procurement platform, assisting with system roadmap execution and improvement recommendations.
- Improve sourcing and contracting workflows to enhance operational efficiency and turnaround times for Technology Category.
- Strengthen renewal planning processes with Technology Contract Owners to ensure proactive expiry management and timely re-negotiations.
- Identify bottlenecks, pain points and governance gaps within the sourcing and contract lifecycle for new technology contracts or renewals and propose actionable solutions.
- Create and maintain Technology Category sourcing guidelines and playbook to ensure consistency and strategic alignment.
- Support sourcing governance reporting where necessary, helping track expiry status, sourcing events pipeline and vendor compliance.
Qualifications
• Bachelor’s degree in supply chain management, Purchasing, Sourcing or Business Administration.
Skills & Abilities
- Strategic thinker with strong hands-on execution capabilities.
- Self-driven, energetic, curious and business-minded.
- Strong knowledge of sourcing and contracting tools/platforms.
- Deep understanding of IT contracts, licensing and buying channels especially for cloud, SaaS, software and infrastructure services.
- Good awareness of market dynamics, supplier models and sourcing trends in the Technology category.
- Strong commercial and financial skills, including cost benchmarking, supplier financial review and contractual risk management.
- Able to assess business value, prioritize initiatives and anticipate implementation challenges.
- Strong collaboration skills with the ability to build trusted stakeholder relationships.
- Resilient under pressure, able to manage multiple sourcing and contracting initiatives in fast-paced environments.
Expected Minimum Years of Experience
- Minimum 5 years of experience in Technology category management and procurement operations roles.
